Section 5 is proud to present Richard L. Miller as our Section 5 Engineer of the Year. His friends and colleagues know Richard as Dick. Dick joined the NYS Department of Transportation back in 1969 as a Junior Engineer. From 1971 through 1974 he served in the US Coast Guard as a Civil Engineering Officer on the Governor's Island Base in New York. Dick has a Bachelor's Degree in Civil Engineering from the SUNY at Buffalo and a Bachelor's Degree in Cultural Anthropology.

From 1974 though 2010 Dick worked various NYSDOT groups as a designer and design manager; Regional Bridge Group, Construction Group, Right-of-Way Mapping, Environmental/Landscape Unit, Regional Design Group in house design and Consultant Management. During Dick's 41 years with NYSDOT he worked on many NYSDOT projects such as: the Prospect Street Bridge over the Erie Canal, US Route 219, NY 39 over Peters Road, I-990 Extension, French Rd. to Millersport Hwy, NY Route 130, Harlem Road to Dick Road Reconstruction Project, NY Route 240 over Conrail at William Street and NY Route 391 Bridge replacement and many, many more.

Dick has been and active NYSATE member for the over 40 years. Dick has participated and run various NYSATE activities over the years such as: working the annual picnic in food preparation and the liquid refreshment tent. He has worked at all the NYSATE hosted conferences over the years on convention committees, registration committee, travel committee and volunteered to help wherever needed.

Dick is an active member of his community. He has been a Boy Scout Leader since 1979 and has served in the numerous capacities in Cub Scouts and Boy Scouts, including District and Council volunteer. The scouts have honored Dick by awarding him the Silver Beaver for his years of volunteer service to the Greater Niagara Frontier Council. Dick has been also served The Niagara Frontier State Employees Federal Credit Union on the loan committee. Since 1987 Dick has volunteered three weeks each summer with the Buffalo Museum of Science, at the Hiscock Paleontological Dig in Byron. He has been the Vice and President of the Alpha Sigma Lambda Honor Society as UB.

Dick retired in September of 2010 and resides with his lovely wife Susan of 41 years in Buffalo. They have three children and three grandchildren, daughter Jennifer, and sons Richard and Bryan and his wife Shelly. Brian and Shelly have three children, Dylan, Lexi and Tessa.

Once again Section 5 is proud to present our Engineer of the Year Richard (Dick) Miller. He will be honored at our annual budget meeting in February
